Ok, so I like this guy and he has been my best friend since I was really little, how do I get him to notice me more? Also my friend knows I like him and keeps shouting his name everytime he goes past... he looks at me in a funny way .. cringey right??

Your friend is acting immature... and I would talk frankly to her about the fact that, that really isn't cool. It's mortifying and really isn't helpful. Also.. if that doesn't work, just don't respond. Act blasé about her shouting and guarenteed, it will go away.

As for the guy. Well...
First figure out if he has any feelings for you.

Second, if he really is neutral, think about the different possibilities. What if it goes badly? Are you willing to change the way it is right now? Would he act strangely, could you continue to see him around, knowing he doesn't feel the same way?? (and then again... HE COULD BE INTO YOU..) It's hard to say but you have to be able to handle the rejection before you ask... but you're young. Give it a shot. Trust me, there will be plenty of other crushes if he doesn't see that sort of relationship with you.
